1st Step:-open the picture and go to Fiter- distorts-window
2d Step:-after doing that a dialog box will open.so do the changes like that and click ok.
3rd Step:-after that again go to filter-region(out of focus)
4th step:-the a dialog box will open, there you have do the changes like that and click ok
